I think this is caused by many factors. Learning a language may not be everyone’s forte or interest. With a lack of interest, they may feel motivated to try to learn a new language. They may think it’s just a waste of time and prefer to do other things they are really interested in. Learning a new language is even harder if you learn it only in the classroom and do not get to practice it in real life. You may spend only half a day learning in school but for the rest of the day, you talk in your native language with your friends or family members. If you don’t get to use it, you won’t be good at it.
